Florida charges documentary stamp tax of $0.70 per $100 on the deed (all counties except Miami-Dade) and $0.35 per $100 on the note, plus intangible tax of $0.002 per dollar of the mortgage. Owner's title insurance uses Florida's promulgated rate. Who customarily pays which item varies by county and is always negotiable.
